How do I fix my blower motor that won't turn off even when the car is off and the key is not in the ignition?

the blower resistor/module has shorted to power/ it is under the dash by the blower motor

Thanks a lot! I am not mechanically inclined but need to fix this problem cheaply so I am going to attempt to do it myself. My friend who is handy w/ cars told me to pull the fuse until I could determine what the problem was.
