fuel pump not working and car wont start 2000 mercury mountaineer

i have changed fueal pump and still wont start i took my test light and checked the fuse which is #9 mini fuse. i pulled the relay out which is clicking when turn the key on and off. i ran power to the #3 slot on relay and pump will work with out the jumper no fuel but the car still wont even with the jumper leed

If you can get the pump to run and there is no flow, either a blocked filter, broken pick up or faulty new pump.
