the driver side rear wheel would not spin freely

The vehicle was raised with a jack. Tried turning the rear driver side wheel and it would not turn. The passenger side did turn although with a little effort. What could be the problem? will this affect the new brake pads I just had installed.

Is this with both wheels off the ground? if so i would be checking that the pads are not binding up, drop them out and see if that alters things.

Yes, this happened with both wheels off ground. I had the pads replaced and the "free turning wheel problem" still exists.
