any ideas on what is wrong with my car?

I drove my car to the school to pick up my children it was squilling came home and parked it, went out two hours later to start the car to leave and it made a noise as if it was going to start but didnt turn over, no clicking just normal engine start up noise but like it locked up. after several attempts with same results i boughht a new battery and replaced the battery, only now it isnt getting any power at all. no interior lights our exterior except the parking lights, you cant even tell you have the ignition turned over.
