How do I change the v-belts on my 2000 mazda protege 1.6L?

Review the above site and notice where there is an adjuster on the serp belts. It rides on a pivot. Turn it in the direction to loosten the belt and remove the belt. It is an automatic tensionier so expect it to fight you when you do this. When the belt is off, slowly release pressure from the tensionier.
