2000 Mazda MPV cracked block

With the engine off, I poured water down the hose connected to the water pump. In 3 seconds water came out the drain on my oil pan. I drained the oil before I did this and left the drain plug out. I really want to know if it could still be a head by doing this, or the block.

That would have to be a cracked block. Water doesn't run uphill to the head gasket. Even if the water was leaking through a head gasket or crack in the head, it would sneak through it very slowly.

Sorry to keep you waiting.

You don't fix a cracked block. You replace it. Upon lots of diagnosis, if the crack is found to be in a cylinder wall, that cylinder can be bored over-size, then a liner is installed, but that is expensive and would only be done to a rare and / or valuable engine like Chrysler's 426 Hemi. For normal engines it is most economical to find a good used engine at a salvage yard.
