car will not start

My car will not start up altough all the lights turn on and the car alarm and other electronic devices work.
We have tried to jump start it and it still will not start up.
We are now trying to charge the actual battery, is this the right thing to do? As we have checked for the battery indicator and it is still black which means on the actual battery that it possibly needs charging but we are unsure.

Is it cranking over and will not start or just won't crank at all/nothing when key is turn to cranking position
