2000 Mazda Demio Transmission not shifting gears

Transmission goes into gear when lever is put in drive. When vehicle is driven, transmission fails to shift to another gear and a hold light begins flashing on the dash. Checked for fault code using the diagnostic connector in the engine bay and the code I'm getting is 1713. I did some research and it's saying transmission fluid temperature sensor circuit. The TFT sensor was changed and the problem still occurred. The ECU was changed band the problem is still there.

Sounds like a problem wit shift solenoids or the valve body, a live data read will show which solenoid is activating, to me it sounds like the input shaft speed sensor is going out, I would swap it for a new one it should fix it.
