Mozda B3000 yr 2000

With a test gague fuel pressure stays at 25 psi
no matter what rpm is applied. During starting
the engine stumbles and shuts down sometimes,
other times I can drive the vehicle once the rpm
is up before I take off. I am wanting to know
how to troubleshoot the fuel pressure regulator
before I start changing the fuel pump. Fuel
filter has been changed.

You can check the pump by momentarily pinching off the return hose and see if the pressure spikes. If it doesn't, then the pump is not capable of putting out enough pressure. If it does spike over 60PSI, then you have a regulator problem. I'm expecting it to be the pump.

25 PSI is very low for reading
this is what I have for spec on the vehicle
Fuel System
Pressure Specification 55-71 psi (3.8-5.0 kg/cm2 )
verify you have a functioning fuel pressure gauge
what you have for reading is correct and if so you have 25 PSI
Suspect bad fuel pump
