Is the oil building up on the spark plug inside the combustion chamber, or on the other side where the spark plug wire boot attaches to it?

Is it happening to all the cylinders or just some? If you do a compression test and all the cylinders have good compression then it sounds like a botched valve job from the machine shop. You may be right about that.

I would say the machine shop did not do a good job with the valve seals.
