brake pedal sinks

My car has a less than hard pedal with engine running or engine off. I have not found a leak at all. If I cannot find a leak can it be a master cylinder?

Start with a re bleed always a good place to start with any brake pedal problem. the pedal should be quite hard with engine off and vacuum expelled from booster, then with foot on the brake start the engine and the pedal should sink a little at the booster starts working again.
