2000 Lincoln Navigator Back Window Tailgate Will Open They Sound Unlocking Pull

The back window and tailgate will not open. They sound like they are unlocking but when I pull the lever for the glass or door side to open nothing happens. Is there anything I can check on to get them to release and both open?

sounds like the power lock actuator is bad and not allowing enough movement for the opening
