is it possible that a fuel pump relay can go bad or gradually get weak and not function correctly

engine cranks but at times will not fire

Yes it is possible. Also, the regulator and pump itself could be going bad or there could be a leak allowing pressure to drop. Check the fuel pump pressure and regulator. Directions are on our homepage under the DIY section.
