air bag light is on

I have a jeep I just bought, the airbag light is on, I took all precautions to disassemble the steering wheel be the horn also isn't working, as I get it apart I notice the airbag wire is not connected, but the odd thing is there are two wires that seem to run into nowhere?

Opened the steering wheel to fined two wires that look like the will fit said airbag, one is black the other is green, also would this prohibit the horn from working?

It sounds like the clock spring is bad. As far as the wires, do you see where they belong?
