brake lights

i have a 2000 jeep grand cherokee and my brake lights don't work if lights are on but they work if lights are off, is it the headlight switch i need to replace?

Does the high-mount brake lite work? With the lower brake lites, could be faulty ground? If the tail lamps can't find a better ground, it may ground through the brake lamp circuit.
