getting oil cap off

my daughter needs to add oil to her car, but can't get the cap off as it seems to be almost vacuumed sealed, she has asked 2 guys to help her and they can't get it either, what can she do?

Is there is fresh air inlet to the valve cover? Take it loose. If you can take it loose, shouldn't be any vacuum in the valve cover.
