EGR insuficient flow

EGR insuffecient flow code? Replaced the egr and cleaned the holes out and they were not bad at all. What can this be?

Are you getting vacuum to the EGR?

While it could be the EGR valve, it could also be a downstream O2 sensor, which measures the result of EGR flow.

Could also be the connector to the EGR.
