parking brake handle moves,but brake stuck,any suggestions?

parking brake will not release,handle moves,but still locked

Rear cable rusted tight and won't release under spring pressure. You can try flexing the casings just in front of the rear wheels to see if the cable will slide back to the released position. The proper final repair is to replace the cable.
