"i have a 2000 honda accord 4cycle 2.3 liter i replaced balance shaft oil seal cause it sliped out now i think timing may be off car idles rough and make clicking noise and # 3 cyclinder doe not fire what could it be?"

I would be identifying the cause of the misfire Cyl 3 check comps check spark check injection pulse, start here.

The clicking noise is mos likely the #3 spark plug wire that is not connected properly. The design of these plug wires makes them hard to get back on correctly. This is also probably the source of the vibration.
