2000 Honda Accord 4cyl V Tech Engine Hard Start Hot Sometime Cold Acts Choke

4cyl v-tech engine hard to start when hot, sometime when cold. It acts like the choke is engaged, rough idle , rev it up a few times & it cleans itself out & runs fine. This am . It wouldnt start so i removed the plugs, cranked it over w/out the plugs in it, put the plugs back in & it started. Ive been told that the injectors may be leaking gas when it's setting therefore washing down the cylinders, also the plugs were wet w/ gas when I removed them. I have replaced the fuel pump,
the fuel pressure regulator, & tried a set of used fuel injectors.
Nothing works so far.
HELP!
