What is the relationship between the ERG and IAC on a 2000 Honda Accord, LX v6 sedan.

I think you mean EGR but they are totally different components. It is possible for the EGR to interfere with the idle speed however.

The EGR (Exhaust gar recirculation valve) directs part of the exhaust back into the induction side for re burning, this is part of the anti pollution system, the IAC (Idle air control valve) controls the air supply for the engine idle control, a faulty EGR system depending on the fault may affect engine idle speed on some models.
