right rear drum will not come off

did the left side no problem getting the drum off got to the right side and now i have this problem drum will turn with the yire on or off

You need to back off the brake adjuster from the rear of the backing plate

spray down the studs and center with wd 40.get a hammer and try to knock it loose.if no u will need to do what raz said.if u hear grinding.your going to have the drum replaced.u should have the drums cut anyway.
