Brake light

On my 2000 ford windstar, the brake light is on, on the dashboard instrument panel, yet the emergency handbrake is not applied. When I put the car in drive, it does feel like the brakes are applied, slighty. What could be the reason?

That light comes on for 3 possible reasons

1) Brake fluid level low
2) Parking brake applied
3) Imbalance in hydraulic brake system between front and rear systems. (Causing low brake pedal)
