2000 Ford Windstar reverse lights not going on

checked the voltage to the light bulbs and 12 volts are in the connectors but the reverse lights wont come on, I replaced the bulbs with new bulbs. Why?

You must have a problem with the earth in the lights, check that next.

It could be the Neutral safety switch which controls your reverse lights. Underneath the air box.
