The light comes on when its pressed. There's no clicking as its pressed and it doesn't lock, it just springs back up. What can cause this and how can I fix it?

the pdeal needs to be repaired, it probably is a new assembly that needs replacing. the lock isn't working that locks it in place.

Is it possible that something wasn't reconnected because it was working fine before I put it in the shop to have my heater core replaced. Got it back & the brakes didn't work and my washer fluid line was cut.

then if that is what happened take it back to the shop who replaced the heater core because they disconnected things and didn't put them back on. they should NOT charge you for this. It's their fault.
