Parking brake will not engage

I just had my car returned 2 me from the shop for having a heater core installed. Now, my parking brake will not engage. It was working fine b4 I left it. What could it be? It can be pressed down but it will not lock n2 position. This is why I'd rather do

If it wasn't doing that before the heater core-bring it back and get some explanation why?
