2000 Ford Taurus blend door actuator

I have a 2000 Ford Taurus. My issue is the AC/Heater blend door actuator is not changing state when the electronic control buttons are engaged. Is there another module that communicates between the two? Can you give me expected voltage readings at the pigtail that connects to the actuator?

pull fuse 232 in central junction box for 60 seconds with key on. see if resets. there should be about 5 volts going to it but it should be scanned by a pro to see If that is the actual problem the shaft may be broken from the door.
