2000 Ford Ranger loses power going up hill

Sometimes starts hard then going up hill it loses power I put it in park and rev the engine it hesitates or revs hard could it be a fuel pump

Check fuel pressure with a gauge auto parts rent it. Also when changing pump make sure to change filter as well
