I want to pull my wiper arms off to repaint them

There is a little tab to pull but it doesn't come all the way to release the arm, how do I accomplish this.

The tab needs to be turned and then pry the wiper blade off.

Thanks, got a 2000 coupe 6 cyl. 94000 miles for 2 grand, bad loan to a title company, feel bad but not that bad. Sons 16th bday and i am trying to trim it out for his suprise. Thanks again. Proud papa.
