According to the repair manual, I will have to drain a/c system, remove the dashboard, disconnect a/c lines, remove heater box, etc in order to replace heater core. Is there an alternate way, possibly cutting open the heater box to allow easier access to the heater core?

if there is no shortcut, what is the amount of time I should expect to be charged for by a shop (non-dealer) to do the work. I found the part online for about $40, but expect labor to be astronomical

No, there is no shortcut. The dash and HVAC housing have to be removed.

The flat rat time is about 5 and a half hours plus the evacuate and recharge of the AC which will add about another $130 plus coolant. Don't bank on that heater core being that cheap either. No one will guarantee the job unless they supply the parts and that sounds too cheap.
