SOUNDS LIKE YOU EITHER HAVE SOMETHING HOOKED UP WRONG AT THE SOLENOID
THE IGNITION SWITCH IS IN THE "START POSITION" (NOT THE LOCK CYLINDER)
(I WOULD SAY STARTER RELAY IS STUCK......BUT I DO NOT SEE THAT YOU HAVE ONE ON THAT VEHICLE)
OR SOMETHING IS ENERGIZING "S" WIRE CONSTANTLY (WIRE TIED INTO IT....A SHORT WITH ANOTHER WIRE)......"S" WIRE IS THE LITTLE WIRE HOOKED TO THE SOLENOID, IT IS ATTACHED TO THE LITTLE TERMINAL MARKED "S" , IN THE PLASTIC, ON THE SOLENOID ITSELF

IS THE STARTER CABLE THE ONLY "WIRE" ON ONE SIDE OF THE SOLENOID?....IT SHOULD BE ALL BY ITSELF
YOU DID NOT SWAP "S" WIRE WITH "I" OR HOOK IT TO THE BATTERY SIDE OF THE SOLENOID WITH OTHER ACCESSORY WIRES?
IF YOU PULL "S" WIRE OFF OF THE SOLENOID AND LET IT DANGLE......DOES IT STILL WANNA TURN OVER?
CAN YOU USE A VOLTMETER?........PULL "S" WIRE OFF OF THE SOLENOID......TEST IT WITH THE KEY "OFF" AND THEN TEST IT WITH THE KEY "ON"???.......RESULTS?
ONE OF THESE COULD BE HELPFUL WHEN THIS ISSUE OCCURS OR EVEN WHILE YOU ARE TESTING
