hard cold starting

My 2000 f-350 7.3 diesel starts hard when cold ,is it glow plugs or is there another easier fix,replaced glow plug relay didn't help.

You will have to check the glow plugs, easy way is to remove power or the buzz bar that connects each glow plug, and with a multi meter check that each glow plug is not open circuit, do this on continuity test, if open circuit replace , i always replace all if one is burnt out, as often the others are not far behind.
