my 2000 ford expedition has adjustable brake and accelerator pedals. the motor is working but the pedals will not move up or down. There is a clicking sound like the gears are slipping

What you just described is your answer. There are gears that turn to make the pedals move. Check under the dash and pay attention to where the noise is coming from. It will lead you to the motor and gear assembly.
