charging system

I have a 2000 Dodge ram 2500 Diesel that just got new batteries and the check gauges light came on and the volt meter was reading 8 volts after turning it off and the restarting it was charging again when rpm was over 1800. If idling it starts to drop. Is that the pcm or alternator. There is no check engine light on

That's something that would have to be determined through testing. The shop would have to full field the regulator to determine if the problem is the regulator/PCM or the alternator
