2000 Dodge Daytona Minimal Heat Keep Fan On Second Setting Get Through Defrost

I have minimal heat if any, I keep the fan on the second setting to get some heat through the defrost but certanily not enough on a snowy day. Is there anything besides a heater core not working that can cause that problem. What can I test or look for ?

Do you live in an extremely cold region? Does the engine reach normal operating temp? What is the operating temp in degrees F? Do the heater hoses get hot? Maybe a problem with temp door under the dash?
