throttle positioning sensor keeps coming back with low voltage code

what could be making this code come up?i have changed it 2 times and it still comes up same code.this is on a 2000 dodge caravan with a 3.3 motor

Rarely a sensor problem. Grab a digital voltmeter and measure the voltages on the three wires. You should have 5.0, 0.2, and at idle, the signal wire should have near 0.5 volts. My guess is you're going to find 0 volts on all wires.
