2000 Dodge Caravan stop lamps

Had car in for Texas State Safety Inspection, failed - parking brake not functioning properly, came back for re-inspection now both brake lights not functioning. BUT the actuator works because high center brake light works, signal lights work, four way flashers work, fuse is good. Do you have any ideas?

see if the white/tan wire is getting power as that powers upper stop light as well. if it is then it may be a bad ground bad sockets and or bulbs which I assume you have already checked.
