2000 Dodge Caravan Heat C Both Work Fine Only Upper Vent Dial Turned Floor

Heat and A/C both work fine, but only from the upper heat vent. When dial is turned to floor, mix or defrost there is no change of position. Any ideas what may be the problem? Thanks DK

mode door motor. it can be verified by a shop with a scan tool.
