2000 Daewoo Nubira Water Coming Out Resevoir Cap Long Had Car Noticed Heater

Water coming out of resevoir cap!
Not long had the car. Noticed the heater stopped working, & found no fluid in resevoir. Put 1.5ltrs water in (temp measure) then found steam coming from under bonnet when stationary for a few moments. Found rusty colour water/steam coming out of cap. The temperature guage is below half and fans do not kick in.
Any one with similar experience? please help.

If it is coming out of radiator cap, the cap is bad.
