2000 Daewoo Lanos Put On New Head Gasket Went Harmonic Balancer Back Key Way

I put on a new head gasket and when I went to put the harmonic balancer back on the key way on the timming gear does not stick out far enough for the balancer to ride on. Does the center of the gear pull out or am I missing a part?

The harmonic balancer is seated shallow on the timing sprocket and crankshaft.
