2000 Chrysler Town Country Key Turns Accessory Position Will Turn Start Budge

2000 CHRYSLER TOWN AND COUNTRY

My key turns to the accessory position but will not turn to start. It will not budge at all. My steering wheel is locked so i cant turn it at all and also my shift column is locked also. Do I need to replace the key lock cylinder?

Try tugging back and forth on the steering wheel kinda hard while trying to turn the key at the same time
