how can i change lug nut on front wheel,

i broke lug nut, and cant remove rotor

Rotor is most likely syuck due to rust. Spray some rust penetrant at the inner circle of rotor and use a bar and hammer to bang between the studs on the rotor to release. It might take some banging to get it to release.
