one bolt that holds the starter is cut off, is it possible to get the half bolt out ?

Any part of the bolt stud, you can get a hold of? Can you remove the starter? Drill a hole in the stud, they sell left handed drill bits or try ease-out.

Just a thought. If you have room, file flat sides on the stud, give you something grab, better.
