2000 Chevrolet Silverado Steering

I have a stiff steering problem. Power steering fluid and pump are new, along with belt. When the vehicle is jacked up the wheels turn fine, but when it's down and the weight is on the tires its VERYstiff. What could it be ?

Sorry for the late reply. with engine running, while turning steering wheel, can you see the fluid in power steering reservoir swirling? You need to be sure the hoses aren't blocked. You may be able to take return line loose from power steering pump, aim into container, with belt loose, turn pump pulley with hand, fluid should come out. go from there.

Just to add, if you take return line loose and fluid comes out, don't let the reservoir go dry, keep adding fluid as needed.
