I connect my obd scanner and get no power, where do I look

Check fuses under hood and in car first. The n probe tlhe wire to see if it gets power on it. See if purple wire gets power or not.

Checked fuses and they're good also took it to an independent and still no power schematic does not show any relay between battery and vim so looks like the problem is the computer itself, any thoughts about how to double check?

You have to see if it is getting power and ground to connector then if any voltage to other places on connector. Also make sure scanner works on other cars.

I get ground on two of the four pins on the connector and nothing on the other two also took it to autozone and theirs got same

Have apro check it then because I can't give you a definitive answer without actually checking it myself.
