2000 s10 will not go back to 2 hi

when I push the 2 hi button the light just flashes and I can here a clicking noise in the passenger side kick panel is it it does same thing when trying to go to 4 lo it's stuck in 4'hi

Transfer case shift control module is located behind the right front kick panel.

Is the transfer case shift control module my problem with the truck not coming out of 4 hi?

Without looking at it, I can't be certain, but from your description, that's what I would think. Have it hooked up to a scanner and checked for both hard and soft codes. Also look for live data as you're trying to shift back to 2Hi.
