All circuits are fused in some manor. In this case the fuel pump is powered by the ECMB fuse which also powers other things. The fuel pump is the more common failure.

ecmb fuse is good put new pump in still not working

Your going to have to do the testing that you should have done before changing the pump. You need to test for power and ground arriving at the pump during the first 2 seconds of "key on" and troubleshoot the circuit accordingly.
