OBD scanner hooked up, accidentally started car

TURNED IGNITION TO START WITH OBD SCANNER HOOKED UP
now system seems to drain and reboot every time I try to turn the car over.
Checked all fuses, all good.
Could I have shorted the battery?
Or worse?

On other makes and models, I done that many times, haven't had a problem? Are you saying the starter won't crank?

When I turn the key, all power goes away then comes back, its like it resets itself.
There is power to the interior lights, but when that key turns full, poof it all goes off.
Like I said all my fuses are good, could it be that I had somehow shorted the battery?
Man I just can't believe thats the case, it almost acts like one of the battery terminals is not connected properly but they are.
Just cannot figure this one out.

I'd have to make sure the battery has a full charge. If you use a digital multimeter, leads across battery posts, everything off, what is the reading? Also, take the same reading with engine cranking, what does that show?
