My left rear blinker will not come on or blink.

I have replaced the bulbs and the left blinker will not light or blink. When I turn on the 4 ways all the lights turn on and blink correctly. Also the right side is workings correctly but nothing when just trying to signal a left turn. Any ideas?

Most likely a faulty turn signal switch.

Would you be able to perform simple tests with a test-light or DVOM?
