2000 impala fuse panel dead

2000 CHEVROLET ASTRO
6 CYL • 2WD • AUTOMATIC

The lower panel under the hood passenger side:
All the mini fuse expect the (2)25amp are dead?

All 10 and 15 amp fuses in the lower right cluster have no power but all 60 amp and 25 amp fuses have power.

Any ideas?

Are you checking it with ignition on? Try testing the fusible links-start here

ignition is on. can it be the engine relay switch located above them?
